Sweden did not shut down their country. Their numbers are still within the ballpark of other European nations that did shut down. Sweden isn’t particularly suffering as a result of pursuing a less punitive approach.
In a free society, encouragement and recommendations are sufficient to change behavior. Compulsion is unnecessary.
Had Swedish authorities encouraged and recommended (no compulsion necessary) masks to be worn by everyone (they didn’t), their numbers would have been lower.
