The Biden strategy is to deprive the Taliban of the attention they seek, to ignore them until they say they’re sorry. Unfortunately for Biden, they’re receiving plenty of international legitimacy without him.
Turkmenistan is under Turkish influence, and Turkey has access into Turkmenistan and Afghanistan through Azerbaijan. Turkey has made it a habit to involve itself in Russian interests, as they did in Syria, and as a NATO member has every incentive to do so here.
