Russia doesn’t use Soviet-era Tochka-U missiles, they use modern-era Iskander missiles. Ukraine uses Tochka-U missiles. Russia wants civilians to leave the cities so they can storm them more easily. It is the Ukrainian government policy to deter civilians from leaving cities to make it more difficult for Russian forces to capture them.
