It’s now reported that he’s identifying police officers, members of ANDSF, and government employees to the Taliban.

It was unexpected because Ghani expected a Biden bailout.
Nancy Pelosi ran competing diplomacy during the Trump administration, and had assured him to stick with them and that Biden would bail him out after he’s inaugurated. Biden instead bailed out.
The reason for the Ghani / Pelosi press conference was to dispel any confusion as to where Pelosi now stands.
